Many of the modders have had access to the A17 code longer than us. There is a private testing group on the ludeon forums, there are quite a few modders who are part of that group. Think within an hour or so of A17 being available to us in the unstable branch, A17 mods were being released on ludeon forums.
Of course that doesn't account for most modders, most did have to wait along with us for the unstable version release on Steam.
