Phoebe is the easy version of Cassandra. Cassandra is very straight with the player. When you're down Cassandra helps you up but when you're up she kicks you down. The higher and mightier you are, the stronger her competency checks are. She isn't as accomodating as Phoebe is but she likes to nurture you early on. She is the storyteller who most reflects what "normal difficulty" is and is the truest test for a player.
Randy Random lives up to his name. Randy, unlike the other two, disregards things like colony wealth and appears to be completely random with the events he gives. So early on Randy can seem like the hardest storyteller because when day 4 dawns Phoebe would send a mad rat after you, Cassandra would send a mad fox, and Randy would send a mad elephant your way. Sometimes Randy can be really nice and will send you drop pods with parkas in them just before winter hits and other times he will send you drop pods filled with corgiskin and have the drop pod land on top of your pet corgi. I find him to be hard early on and easy in the late game.
Phoebe is identical to Casandra in every way except for minimum time between raids. The raids are the same size they would be for Casandra, but Phoebe will wait like 5 times as long between sending them, which is a nightmare for new players. If you don't understand how wealth works to increase the size of raids and don't know how to create a proper defense, Phoebe will destroy you with her sudden unexpected spikes in difficulty, and you wont have the equipment drops required to fight anything off.
Casandra gives a more consistant and gradual ramp up in difficulty that makes it easier to know when you need more defenses and allows you more chances to loot useful equipment from previous raids to defend against future ones.
I went to Randy then and stayed forever. He is cool. Raids can be overpowerd (like cassandras), or on your level, or even totally helpless. I mean how do these people even know what i have? Why does Sickness wait until i have rifles? Randy makes much more sense. Animals, Sickness and Raider don't wait until you have this or that.
