The highest attainable title for your colonists to earn is Count/ess. To get a higher title you must capture and recruit someone with the title of Duke, Consul, Stellarch, or Emperor. This is shown in-game and they will have clothing, food, bedroom, and throneroom demands to match their title rank.

Mods may change this, but by default the path available to your pawns goes from Yeoman to Count/Countess. Right up to the middle of middle nobility. You won't become the Emperor or anything like that. EDIT: Apparently you can capture high nobles though!

With that said Counts are pretty important in the Empire and within the scope of your colony they would be the "leaders." The game will naturally make give them more and more special treatment. Their title does show up in game, and if you want you can also change their "working title" to their nobility title. Once your noble(s) hit "Preator" they can give speeches, and well before that, at Acolyte, they can call for military support. Even this lowest grade of support obtained by Acolyte status is actually pretty strong, especially for how quickly one can get the title.

So, I'm not sure what you're truly looking for in the "leadership experience" but I definitely take more note of my noble than some of the others.

You can absolutely become the reigning Count for your kingdom then, yes. =)

You can promote and level up as many of your pawns as you wish. You only need to nominate which of them will receive the rewards for quests that offer noble advancements.
So, you could have more than one Count.
