You probably want the Anima Tree. It's a big glowing tree that spawns on any map that can support vegetation. If it dies, events can spawn a new one after a couple of quantums.
Any pawn with Natural meditation type (mostly tribals but anyone with the appropriate backgrounds. You can also check their 'i'nformation to see what meditation types they have) that meditates at the Anima Tree will grow Anima Grass at 0.2 Anima Grass per hour. Once you reach 18 Anima Grass you can link a pawn with Natural meditation to the tree to get a psychic level. There is no limit to the number of psychic levels you can get like this.
Edit: Worth noting, I haven't seen a psychic amplifier from quests since update 1.1.2647. I'm not sure if I've just been unlucky or if they've been removed from the reward pool.
