I keep only normal+/54%+(even for selling, and recycle awful to poor)
I also use mend&recycle mod to restore durability to full and get rid of tainted.
Which is why I have to bills open: Recycle everything from awful to poor (0 to 100%), and recycle everything (awful to masterwork) that has less than 54%. At least for apparel. Because your pawns may throw a hissy fit if their clothing or armor isn't in almost perfect shape, but they don't care if their shotgun falls to pieces after shooting off the next bullet. As long as it shoots, it's okay in their book. So, well, for weapons, I use something like "below 10%" instead.
Sorry for the rant.
Also, you cannot recycle wooden weapons, I think. You need to destroy them, as far as I understood this.
I don't see the *problem* in that. That's how logic works even in your brain. When you think about doing the same thing those same two "bills" go in your head. Lets say you are cleaning your wardrobe and throwing out all tattered and bad quality clothes. You take a trash bag or something and take clothes from your wardrobe and examine them.
You put the clothes in your hand in the bag:
IF it is of a bad quality no matter the condition
OR it is in bad condition no matter the quality.
