Delete the prisoner bed and it should start working.
Other possibility, there are now salvaged components, used if you want. If these in your storage a salvaged ones, they don't work to build your cooler. They look similar, just other name.
The simpliest trick is to set a simple stockpile for components, just one tile, near the cooler, and set priority to critical. Set the priority in the storage room bit lower. The pawn should quickly move the components near the cooler, then construct it.
Just wait until they say that didn't work. Then we will both be wrong D:

I have updated the pictures to show these changes.
I have added two pictures highlighting the components. These look like not salvaged components - I can't tell though since I've never seen a salvaged component. Are these the wrong components?
So far, it's not the prisoner bed.
Let me know of anything else I should try.

Also try the suggestion of a component only storage area.
I'm stumped. Only thing I can recommend, really, is to make a new, one-tile stockpile only for components, let the components be hauled there, and see if that triggers your pawns to recognize them.
Or, if you've gotten tired of waiting, you can turn on dev mode, then in the top bar turn on god mode, build the cooler (instant and free because of god mode, you may need to select to deconstruct the framework of the cooler first which should also be instant thanks to god mode), turn off god mode again, select the third icon from the left, and in the list of dev commands popping up select the one that says "Destroy", click the three components (be very careful not to click a pawn), right click anywhere to remove the Destroy command from your mouse button, then turn off dev mode again.
I suspect a different cooler elsewhere is set to be built, and although I have been waiting for days for that cooler to be built, this was the first time I aggressively tried to order a colonist to build it.
