All I do is set my 5 nobles to meditate 8 hours a day and they usually just go sit on their thrones for that time and that's all they need.
If one of them had the Quick Sleeper trait, then they would need 33% less sleep and therefore could meditate for at least an extra 2 hours.
I suppose you could give them a Circadian Half-cycler which would negate the need for sleep entirely and so allow them even more hours to meditate. However, that would be at a cost of -15% consciousness and I don't think that would be helpful.
If they also had any of the Psychic Sensitivity traits, their use of psychic power would be optimised and even more so if you equipped them with a good Psystaff and Psy gears.
So for me a great psycaster would be a pawn with a Psychic sensitivity trait and the Quick Sleeper trait. Also, not tribal, since that requires being a long way from base for most of the day. So, an artistic or tech oriented pawn would be better.
Although, as I said at the start, it's not vital as all of my nobles can manage 8 hours of meditation.
