From a min max perspective there´s no reason to turn hostile with the empire, as they sell the good melee weapons, and give You access to permits, like the shuttle, aerodrone strikes and the combat aids. Everything You could get with a hostile empire is worse. Also "selling" one dude for 3 honor is like not a good deal for accepting a quest. It might be worth if if You set slavery to honorable, which then also gives You a mood buff for selling them. One could rather do the their quests for like 12 honor, or sell a good bunch of people to get the next title.
Like it´s possible to accept the quest, to then turn friendly with the empire again, to then imprison the dude, and sell him for three honor next time a tribute collector arrives. But it doesn´t make much sense. One could rather pass out on the quest if one wants to stay friendly with the empire.
If You play naked brutality You could accept the quest to get the gear he wears.
