You can drag over structures/items with the deconstruct order while active in god mode and it should instantly do it, leaving resources behind. I recommend to build bases out of wood if you have to re-plan, but I know the inconveniences with that.
You could mod it where building walls takes less time.. I started doing that and don't think I'll ever go back. IMO the balance issues with that mainly appear when/if you're the type who build perimeters around their base or construct stone walls and stuff to deal with mech ships.
