Colonists won't put on their own clothes
So this is a thing that happens all the time. My colonist will take of their pants because it's gone tatered, and I'll have like 5 nice pants ready for them, but they decided, "hey i'll just stay naked and be angry". Is there a mod or something because it's just annoying to look through my storage for some pants?

IDK about mods but you might want to take a look at your Restriction/Outfit settings.

Assign everyone an outfit, or edit the default outfit. Set top end of the HP% threshold lower(too low and you'll have tattered apparel warnings) and colonists will look for a change of clothes less frequently.

I had this issue where my guys were swapping their high tier armor out for low-teir stuff when what they were wearing hit like 70% or so. I set it to around %40 and it made a huge diff. You can also restrict the quality of apparel they seek out.

Are the pants restricted in the clothing policy?

Are they not in zone to access the new pants?

Can't think of any other reason why your colonist aren't putting on their pants unless it's a mod problem.

Yes clothing needs to be reworked. I noticed that they prefer to continue unhappy with tattered clothes rather then change to something new but less quality.

I'm not sure if its intentional on your part, but I suspect that comes across far more sarcastic than you should have intended...

If you know of the simple, easy, way to prevent colonists from having to wear tattered clothing, why would you be demanding a rework for something that simply isn't broken?

@OP - in my experience, they'll usually change their clothes in one action - or if not, then they'll have [undress action] -> [already-queued task] -> [dress themselves action], but they need to get through that queued task before realising they're being a certain fairytale emperor as they parade through the town clad like Lady Godiva. ^_^
