A set of devilstrand shirt, pants, and duster with a flak vest and simple helmet will keep your colonists decently protected and insulated with minimal movement penalty is a good default set for midgame.
By the later game, you'll see more raids drop in the middle of your base and won't have time to switch. So you'll want your frontline fighters to stay in marine or cataphract armor while the rest can just use recon armor which still gives good protection but won't hamper their productivity between raids.
your hunters that need to run from revenge, is it bad to slow them down with armor?
Unlike some of the late tier armors, most of this can be obtained fairly early on, although rushing to devilstrand can result in increasing your wealth value more than your current defenses can reasonably support.
I always focus on getting all my pawns a full scope set of bionics before crafting my own power armor is how i usualy play.
