Healer mech serum. It's extremely rare, but consumables exist to be used, and if you have no way to get bionic spines anytime soon, now seems to be the moment. Be careful that it heals exactly one ailment, so if your colonist gets a minor case of heatstroke at the same time for any reason, you might heal the heatstroke instead of the spine.
I'd say focus them on doing jobs that don't require a lot of movement.
-Crafting, Art, Cleaning, Research, and Defending the Base.
So, while it may be difficult to fix, I find there's always a use for someone.. even if they're not that capable it's always good for at least something rather than no one.
Shattered spine *completely* incapacitates them.
After months of training, trading and research, my colonist has been healed!
