Is there a way to edit save games if this can't be fixed ingame? I won't tolerate this status.
1. Download and run Rimworld Save Game Editor[bitbucket.org]
2. Load your save and choose the pawn with the problem
3. Search the injury list for the limb you want to replace/ have problems with and delete ALL the entries with "MissingBodyPart" - your specific limb, i.e. MissingBodyPart - left little toe, MissingBodyPart - left fourth toe etc etc.
4. Save the edited savegame and close the editor. Run the game and load the save.
5. Check your colonist if everything worked out
For me this fixed my problem. After editing the save, by some "miracle" her leg was restored so i could again replace it with the adcanced bionic limb. Stupid you have to go this way. I guess when installing a bionic limb, some variables get set which are still set after violent removal of the limb, so the game "thinks" it's still there when it isn't and thus forbidding to add yet another limb. Whatever it is, it sucks.
I DONT TAKE ANY RESPONSIBILITY FOR RUINED SAVES. MAKE BACKUPS.
As far as the game is concerned destroyed is a synonym for shot off/removed/missing/bitten off and the difference is based on damage type that did the final point of damage.
TL;DR: Install a leg.
Whatever, this workaround can help with all kind of limb related problems, not just mine.
Best regards.
