Can Colonist outfit themselves?
I noticed people have tattered appearances, or need warmer clothes... I have to manually, force them to put stuff on that's a higher % to be content. Is there not a way for them to dress themselves in whatever they will stop complaining about?

They will dress themselves in all the crap they "want". I don't know the math behind it, other people do. They might really want that mesh shirt for one reason or another, but will ♥♥♥♥♥ that it is at 19%. You can go into Assign > Manage Outfits > Pick the one they're currently in (likely Anything) - and youll see a quality bar on the top. Then they will only put on "un-tattered" stuff. They may or may not now be wearing enough clothes for the weather or to avoid unhappy nudity. Tattered clothing is one of those "little" debuffs I don't worry about too much but then again I'm not playing at super high difficulties where dropping dead is a bigger issue than being sad your shirt has a hole in it ;)

ex. when I first set my colony dress code to no tattered Sammy was asleep, and by the time she woke up her only choice of clothing left her looking like a demented Christmas pixie, but that's life I guess.

First thing I do is change the default "Anything" outfit to 51-100% quality and make sure to disallow deadman's clothing.
Colonists will then automatically change out an article of clothing that wears out to 50% and becomes tattered.
