well I'm using a ♥♥♥♥♥♥♥♥ of mods, but uh, my main gripe with mountain bases isnt really a food or weapon problem(I usually roleplay as a UN colonial base, we also have soldiers and what have you) it's mostly the stupid chunks that i have to haul and they over look my furniture, sometimes I just pack a bunch of explosives so I dont have to deal with them.
Outside bases, well you'll need extensive walls, you're vulnerable to drop pods and siege attacks. (sieges aren't really all that dangerous honestly) You can set up an outside base quite a bit faster but you're technically more vulnerable.
They each have their uses and lately I've been choosing random colony sites at the start and just make due with whatever the game gives me. Ugh,, even swamps.
if you learn about mountainy,ness then you can literally decide where an infestation spawns. ( the game is checking for the most mountainy spot to infest, make that spot not a vital area)
stone chunks. these are my main building material turn them into blocks en mass early game. and you will have few uglyness problems. i am saying make like 3 stone block tables and just spam them for a day.

this also greatly decreases the actual area you need to defend as your entrance represents a tiny little hole.
In part because it is very difficult to "undo" a sub-optimal layout, whereas surface buildings can be rearranged much more easily.
Mountain bases are prone to getting Infestations of Insectoids, and while they can be handled with a bit of forethought they do make *such* a mess of the place!
but..
Mountain bases are immune to drop-pods.
This single factor makes up for all the inconvenience of subterranean planning, and more. Much more.
Could also just turn them off with Toggles if you've dealt with both long enough and don't see the point anymore.
