That doesn't make any sense, mostly because you don't seem to understand the purpose of tutorials. For example, you didn't learn how to build walls by randomly clicking on random parts of the GUI either because you were following instructions (youtube video, in game tutorial) or because you were able to infer how the GUI works based on past experience (some other game's tutorial, etc).
And yes, a smart developer would make sure that the tutorial (i.e. the first thing new players are likely to see) is free of bugs but Tynan evidently doesn't believe in QA (for most of EA the tutorial had been impossible to complete if one of the randomly generated pawns is incapable of violence)
- I went through the tutorial and made extra special sure that construction on each thing was completed before going on to the next thing (make sure the walls are finished before building the door. Make sure the research station is finished before starting the research), and I got past the sandbag bug.
- There is only one step in the tutorial after you build the sandbags. The colony is attacked and (spoiler alert) you fight it off. Next it says you're all done with the tutorial and gives the following instructions:
1) Open the menu tab on the bottom right
2) Selection Options.
3) Click Storyteller Settings
4) Select the difficulty level that applies to you.
So if you've tried a few times and can't get past the sandbag bug, skip it and just start playing. The tutorial doesn't have more to teach you.

For new players - The tutorial is... fragile and buggy. Yes, many people have complained that it needs revamping. Someone should make a Tutorial Mod to fix that problem and to create a reasonably robust and instructive Tutorial that new players can play. :/
But, if you do one thing out of sequence, it breaks the scripted tutorial. The tutorial will also still gleefully give you colonists that don't have the necessary skill level or ability to do what the tutorial tells you to do, despite repeated claims of it being "Fixed."
When the tutorial breaks, you've probably gone as far as you need to. Just start up a new game, walk through it, and start clicking on stuff until everyone's dead... Then, start a new game and keep doing that until you learn what not to do. :)

There are plenty out there for new players. Just be sure to choose a recent one for version "1.0" and later.
