I've found that the game almost never attributes Food Poisoning to "incompetent cook" unless there's *no* source of filth in the cooking area. So if it's a combination of a moderately-skilled cook and a semi-dirty cooking area, the game will attribute the food poisoning to the room despite the fact that it's the combination of two factors causing it.
Nope, in fact it's an excellent idea to plant crops there (or to place your wind turbines between your farm fields,) as it prevents trees from growing there and blocking the wind. Effective use of available space, basically.
Neat looking base, BTW.
Same can be done with canibal food on top of none canibal food.
Pause the bill if you have big suplies and let it run dry then start making meals again. (or feed the meals to animals or guests)
