Anyone knows what they mean by this? Is this normal quality and up, or does it have to be good and up?

normal and up just like it says.
Edit: Albeit you do need to hit the purchase amount quality, which might mean you need multiple good quality depending, or the trader to have a high social skill.

The easiest way to do that if its something like Jackets for example, is set up a bill thats "Until X", adjust the quality slider's minimal value up to Normal, and set the textile types to stuff I don't mind getting rid of, like Plainleather+Lightleather+Birdskin etc.
