3)Yes, mortar not firing at target in all ways.
Mortar targeting NPC and then just following him with timer for fire but then timer start again
"Targeting NPC" ? Mortars are indirect fire weapons. Try targeting the ground near the NPC target.
Then, it's a mod problem. Mortars are not "Direct Fire" weapons and you should be targetng the "Ground" (area) where you want the mortar shell to land/explode.
Check to be sure whatever mods you've got for weapons/turrets/shells/combat are compatible with each other. Otherwise, back out the smallest one that touch these things and work your way to backing out the larger ones until the mortars start working correctly.
If it's a non-standard, mod-added, mortar and you still have access to vanilla mortars, add one using the devtools and then try to fire it. If it fires correctly, you know it's just a problem with that other, specific, mortar type. If it doesn't, then it's a more serious overall combat/weapons use issue in general with a mod you're running.
Avoid interrupting your pawns when they are reloading the mortar. This is by far the most notable cause to the bug. I am not saying it is, but it is very likely.
So, firstly you don't need to force your mortars to target anything, it should auto target although it most likely won't target what you want it to.
Check to see if it will auto target and fire that way.
Secondly, on the rare occasion in the past I've used CE you CAN target people and the ground and random objects.
The MOST LIKELY reasoning behind your current issues is CE has been updated recently and it's taking issues with other mods you most likely have. You need a patch for EVERYTHING you use with CE. If the respective patches for the other mods you're using haven't been updated then your game isn't going to cooperate.
Also, try to deconstruct the mortar and rebuild it. Not just move it. Complete rebuild, I've done that in the past and its fixed problems. No idea why, it just works,, unlike Bethesda.
Next most likely outcome is you've got a mod conflict that has nothing to do with CE being updated, just a set of mods you have don't like each other. Stop ignoring any messages you're getting at start up. If you're using CE, unless it's THE ONLY MOD YOU'RE USING, you're probably getting messages at game startup.
