- the one-per-day thing is a bit misleading. It's not MAX one per day. It's one per day. So they smoke a joint every day even if they don't necessarily want one. If you want to allow smoking in your colony, better to just allow the drug in your policy, but not set a limit.
- I used to allow free smokeleaf use in my colonies, but no longer do. The main reason is not so much addictions, but because it lowers consciousness to 70%. Which means every skilled worker gets less skilled while under the influence, and if a raid happens while half your crew is stoned, they're not only less effective in combat, but also die faster. (Since a colonist dies when their consciousness goes down to 0.)
So now I stick to beer, and let them decide when to drink it (not one per day.) I do still make smokeleaf, but only occasionally use it manually.
- Kicking smokeleaf addiction isn't too bad. I forgot how big the debuff is exactly (-15 maybe?) but if your colony is in decent shape otherwise with not too many other debuffs, colonists with smokeleaf withdrawal can function fairly normally.
Even after checking the wiki ( https://www.rimworldwiki.com/wiki/Drugs ) and making sure I wouldn't provoke an addiction in my people, I still ended up with junkies.
Might be safer to go No Drugs and just apply them manually to your people, as needed?
