Could also be a bad Royalty install. I suggest trying to verify your game cache.

All I can suggest is to see if anything shows in the error logs. If not, try verifying the game cache to see if that helps.
Activate development mode in the options menu.
Go to the Quest menu and find the one that is not completing.
Find the three "..." next to "Send Signal."
And select one of the available options. Maybe it's node completed or something else, I'm not sure. Just make sure you have a backup save in case you click the wrong option.
My god you just saved my ass thanks I just had this happen and was just lost as to what was going on.
I had this happen, used the dev mode and killed the quest.
The Mechaniloids had dropped some structures on the map and even though the quest had ended they were still not claimable.
What had happened was that they'd dropped a bunch of units and one had landed inside a mountain and was not visible. I needed to mine into the mountain, find the trapped unit, killed it, and then the structures could be claimed.
I think this was the root cause of the quest failing to complete so if anyone in the future has this issue, try looking inside some nearby mountains for the final enemy units before you try using dev mode to remove the quest.
