I don't think there was ever a bug. The OP said his pawn was psychotic, which is a mental break state where they just wander around doing nothing and ignoring their needs until they collapse or the mental state ends. The vast majority of time when people claim there is an issue it's because they don't have enough recreation sources to counter the diminishing returns based on colony wealth. It's reported as "bugged" often enough that the devs have probably "looked into it" many times, but I don't recall any cases where it was actually bugged (vanilla).
There can be issues with modded recreation objects that will break recreation on your map though.
That sounds completely normal, that amount of recreation usually isn't good enough past the very early game. Hoop Toss and Billiards are both dexterity, they both contribute to the same diminishing returns. Usually by the time you are building billiards tables your colony is in need of the next form of recreation, like a TV or telescope, chocolate and drugs also work.
One thing I didn't try is sending her on a caravan, that might work. If it happens again, I will try this and update this post with whether or not it works. It would be a better solution than arrest and release since arresting gives an 8 day mood debuff.
UPDATE: I got the bug again, sending the colonist on a 1-tile caravan and back home fixes the bug.
@Astasia, the reply below this post: It's a bug, deal with it. I have every type of recreation that is possible to do and they inexplicably won't do it. There is no point in arguing about this.
If you think you have a bug with recreation then post a screen shot while hovering over their recreation need. If we start seeing people posting colonists with 0% recreation and no boredom then maybe that is something that can be looked into.
