forgot all about the serum and DE Surgeries looks like a neat mod.
..and i rather skip the luciferium
Of course, if you've got access to healer mech serum, that's the safest way, and works much faster than luciferium. (Just make sure the person has no other serious health conditions at the time. The serum will only cure one problem, and you want to make sure it's the brain injury.)

But I wouldn't take that as a reason to never use luciferium; just to be very, very cautious. Luciferium is rare, but not THAT rare; a decent mid-game colony can obtain enough to keep a small handful of luci-dependent colonists alive and thriving. I would much rather deal with the hassle of supplying a colonist with luciferium, than let them languish with a brain injury or degenerative disease. (Healer's mech serum is a better option when available, but is much rarer than luci.)
And again, access to cryptosleep chambers makes luciferium dependence far less scary. The worst-case scenario is no longer "Our friend goes mad, uses her enhanced speed and strength to try and kill everyone in sight, and dies screaming". Now it's "she might have to hibernate for a while until we can find more luci."

Luciferium is the most overpowered things in Rimworld. Using it should have a severe, very severe, penalty like... "Permanent Addiction." If 1.10 provides an "out" for that, it's "wrong."
