I normally allow the pawns to form those relationships naturally.
The "force interaction" command allows you to make pawns interact with each other; it has options for chitchat and deep talk and stuff. Look for the one labelled "kind words". That one gives a relationship buff of something like +40.
That way everyone has rec time at the same time and usually that means they interact and improve their social. 2 people working in the same room for a long time will usually interact more, and hopefully become friends, maybe even lovers. Something to think about if you want to influence your pawns. Unless, like Kittenpox said, they hate each other... then you want to put them on opposite sides of the map if possible :D
Even had stupid ♥♥♥♥ like that happen while modded.
The game just likes to ♥♥♥♥ with you. If you want to keep a couple together, best way is to force it with the console and then keep it doctored with the console.
And yes, I know some one is going to try and be smart and say they've never had any breakups or other lies like that, I've had several games with no breakups, but I've also had several games, both modded and unmodded where pawns would hook up long enough to get married then get divorced the day after. Sorta like life, even the initiator of the divorce has been the female which goes with the 75% of all divorces (actually I think it's 80%) being initiated by the woman.
Anyway, as I said, the easiest way to get pawns together, and to maintain them, is with the console. Unless you have a mod that keeps them from breaking up period. Even "rational romance" isn't completely effective...
My go to is to put a crafter making weapons and a researcher researching in the same room and let them do their things. Or 2 researchers side by side. Generally the only tweaks I make in "Prepare Carefully" is to make it so at least 2 pawns have the capacity to work together in some way, like as Mayo mentioned or as I mentioned.
