where does Cowboy hat and Bowler hat affect the socila skill?!
does the guts cost less to buy or are peactalks more likely to go in a good way or both?!!

"Social impact" not skill, no idea how or if it affects peace talks or trading, but it does make insults stronger)

I'm pretty sure they just impact anything that uses the social skill. Recruiting, trading, peacetalks.
It's not just a +15% bonus though. I'm not sure the exact details but factors into social calculation equation somewhere.

A good way to test would be to have your Social pawn wear the hat, then go trade with someone and see what the prices are with and without the hat.

(i've got a caravan request on my docket, but it'll be like a week real-time before i get to it.......)

Click on your colonist and then click on the detailed info button to load up all their stats. Click on each stat and it will show you relevent bonuses and what they are effected by or effect.

This says the Magic Hat doesn't affect trade prices. What a ripoff. Gonna call Amazon and get a refund. (yup, Amazon still exists in the year 5500!)

And that they don't send the refund via drop pod, because the way my luck runs, the pod will land squarely on my rec center and destroy my new high-def TV set.

(for the record, this game doesn't render any images on active TV screens, and it's kind of depressing to see your colonists sit there and watch a blank screen.........)

Cooking channel would be boring to watch... but the discovery channel would be a huge hit lol

First, sorry for necroposting, but while trying to understand what the hell is "Social impact" google led me here.
Second, as Astasia mentioned, you can check detailed info on colonist's stats, and the only place Bowler/Cowboy hat mentioned in is Social impact (duh).
So if anyone were wondering:

NO, "+X% Social impact" does not affect negotiation ability nor improve trade prices.

Latter one confirmed with/without bowler hat equipped.

I’d actually like to see an article detailing exactly what social impact bonuses do precisely, and why you’d care.

My impression is that it only affects colonists talking to each other. That is, it increases the relationship bonus a colonist gets from “deep chats” and insults. Chit-chat only gives +1 so presumably it’s not affect by +20%, unless fractions are tracked.

Wanting your colonists to like each other is a not-obvious but important mechanic, so I guess it has some value. At this point, though, I generally switch to helmets ASAP. Brain injuries and death are serious business, and often my colonists don’t have time to switch to armor when combat starts.
