Report a translation problem
This is what stood out to me. IIRC - prison beds do not get assigned. Something seems off about the beds being assigned/unowned. I agree with Oober, but my suggestion would be to make a new temporary prison (just a 3x3 or so) and undesignate the current beds as prisoner beds and move them over, see if it works. If so, then I would try removing everything from your current prison entirely, then replacing it and resetting it to prison.
EDIT: But when I moved them all they were unassigned still both are sleeping on the floor. Maybe a new prison and I'll escort them to it. Could use more than one anyway.
