I have TWO colonists that were blind in one eye, due to having lost the eye to BITING damage.

When these colonists brawl, they BRAWL

I had cannibals biting each other where I said to myself "Sounds about right" but someone punching his opponent in the right little toe was too much for me.

Why are fights between colonists this brutal? When people fight they typically don't chew out eyes and chew off arms. It's fits for Rimworld yes, but is that the only reason Tynan programmed it to be this way? Becaue Rimworld har har har? Or is there some logic or game balance reasoning behind it?

Chewing body parts off is highly unusual even for people who are actually enemies trying to kill each other. The fact that a fight over getting slighted in rimword always ends in broken bones AT THE LEAST is just silly. Colonists should not be sustaining life-threatening injuries every time they have a bar brawl.

When the ONLY law enforcement is your immediate social circle, then hell yeah fight get that brutal.
Modern civilized people fight so namby-pamby because
(1) they fear punishment following the deed
and (2) You can almost always rely on the people surrounding you to intervene and reduce the carnage.

In effect, true fighting has become a taboo. And thank goodness for that!
But remove these restraints imposed by civilization (as in Rimworld's genre), and the fights become brutal.

Quite the contrary. In rimworld, people should be MORE careful about how far they escalate their fights. If you suffer a debilitating injury in rimworld, you are in serious trouble. Even leaving aside the fact that your doctor might "accidentally" take your head off while trying to install a peg leg, or that very real danger of death from infection if you don't get it treated, having an eye or a finger or a leg missing in rimworld can and will get you killed.

People in our world are probably LESS careful often because they know that if they bash their face in then they can get it put back together.
