What does that actually mean?
It means the game finally got enough professional reviews to get a score on metacritic. I don't know what the OP means by top of PC games though, it's in like 33rd on the PC games list, but that's based on only 5 reviews with the only site I recognize being IGN Japan.

Of the 5 critics who submitted a review, I too have only heard of IGN. Fortunately, RPS haven't done so yet. I wouldn't pay any attention to anything they had to say about any game though... worthless company.
Now, as for bestsellers, Rimworld is currently placed 46th in top selling games on Steam. That's a respectable stat that means something.
