Parkas are for cold weather, dusters are for hot weather. Jackets fall in between parkas and dusters but fare slightly better in colder climates.

As far as textiles go, they all have their niche uses. As a rule, leathers are typically better at defense values but not temperature regulation. And furs are generally better at temperature regulation and mediocre at defense. If you want to see it in a more detailed format here's a link to the Rimworld wiki for textile ratings:

Devilstrand, Hyperweave and Thrumbofur are the very best materials. Devilstrand for heat protection and armor values, Thrumbofur for cold protection and resell values and Hyperweave for being good at everything (but not the best st everything).

First it all depends on the biome you are playing in.

If I am playing in warm biomes, which I usually do, I like to use dusters made of bluefur or thrumbofur. This provides me a good combination of protection from heatwaves, while at the same time, the material provides some additional protection from cold as well as some armour.

If I were to play in cold biomes, I would probably go for parkas made from camel hides or panthera furs. If none of those leathers are available, I substitute as best I can.

The wiki is outdated. Jackets are a lot better now and parkas no longer have a workspeed penalty.

Jackets and Dusters are pretty close, except their temps are inverted, so Dusters are better on hotter maps and Jackets are better on colder maps, with similar multipliers for insulation and armor, except jackets don't cover legs and dusters do. Parkas are for really cold maps, they have no heat insulation at all and have the lowest armor multiplier, but more than double the cold insulation of jackets. Parkas also do not protect legs interestingly. So parkas are still the worst option and you only want to use them if there's no other choice, and the cold insulation on jackets is now high enough that you can probably use them on most maps instead of parkas.

Just some stats from the files:

Parka
-Armor 0.2
-Cold 2.0
-Heat 0

Duster
-Armor 0.3
-Cold 0.6
-Heat 0.85

Jacket
-Armor 0.3
-Cold 0.8
-Heat 0.3

So dusters are still the most well rounded and the best on temperate and hot maps. Jackets now have some niche to fill though on reasonably cold maps.

Having worn parkas in real life while I was in Alaska, they definitely did not cover my legs, we had to wear a separate, "over pants" to keep our legs from freezing in the -25 degree winters.

Anyway the updated stats seem to make jackets a more worthy option. I may try making some jackets with warm insulating materials and see how they turn out.

In case you need the exact differences for textiles:
thrumbo fur -> 208% piercing armor boost
hyperweave -> 200% piercing armor boost
devilstrand -> 140% piercing armor boost

hyperweave has quite good blunt armor boost too, others are sh*t, it's around double, but that doesn't realy matter, because the main blunt protection comes from marine armor anyways.

If you want to easily deal with fire (heat) damage you should go devilstrand, since it has 300% base fire protection you can get the pawns literally fireproof. ;)

I meant in this game compared to dusters. Parkas visually cover the entire body, dusters are like an open trench coat type thing, yet for some reason dusters protect legs and parkas do not. I find that a bit strange.

Ah got it. Yeah they do appear to cover the whole body in the graphics.

Considering that you can grow Devilstrand on your own (after a little bit of research) it is always a good idea, to strife for Devilstrand clothes
