They clean home areas, so the fewer areas zoned blue/home the less they have and the more likely they'll clean your base.
Therefore, you need to ensure that all frequently used areas of work are kept clean and tidy, including the fields, storage and graveyards.
As noted above, adapt your home zone to what is actually used.
No mod required.
In addition to the home zone, if you have enough pawns to have a few on cleaning duty, then you can allocate them to specific areas through the use of area restrictions per cleaner. That way the work can be split up and made easier to manage.
There's a toggle on the lower right of the screen that enables/disables home zone automatically expanding when you build a structure.
If the pawn is cleaning up outside just tell em to clean indoors once they run out of things to clean inside they tend to polish rocks outside for some reason. Just change their work priority to another task if you don't want them doing that.
Unless you've got piles of blood and corpses there's no real need to polish the stones outside unless there's nothing better to do.
but there's almost always something better to do. :P
