Yeah I know this experience all too well. I've lived on the coast all my life. Being wet isn't nearly as benefical as you'd think and cold weather's just as bad too. Just swap all the hot for cold and some "oh crap I can't feel my toes" moments. Water is not a humans friend by any means. We can handle it but, that ♥♥♥♥ is not your friend. At all. Ever. I like my water in a glass thank you.
Bit over the top here you say? Nope. Try dressing up, dunking yourself in the shower for 10 minutes so you're sopping wet, and then go do work outdoors for a few hours. If the tempature doesn't drive you bonkers the constant chafing of your clothes on skin until you bleed will. Thats what you're pawn is pissy about. ♥♥♥♥ sucks.

To OP: I don't know where you live, but the next time you find yourself in 100+ (F) temperatures, go jump in some water, fully clothed of course, until you are soaking wet and then see how you feel in an hour or so. Remember, you also have to carry out tasks while in this condition just like your colonists do.
Unlike you fantasizing about your own mother, I can get a girl. You should try it sometime. Don't know how much luck you'd have though.
But if it's a humid hot, it's just going to make you all sticky... I'll refrain from making another joke...
Being soaked really won't help much at all I know that from experience working outdoors. You'd maybe get like in game terms 3, 4 degrees fahrenheit if you're lucky and not actually stop the onset of heatstroke. Plus evaporation cooling requires a dry arid enviroment which is well past rimworld.

Try spending a day in 120F-degree weather, then jump into a pool of water that's 90F+degrees, and tell me how much that provides a relief. (Hint: The answer is "not much".)
Also, the "heat stroke" analogy is completely out of the realm of this conversation. Heat stroke is a serious threat to health. We're talking bout a slight mood debuff.
