Report a translation problem
All other meals require multiple ingredients of different classes.
So either you are attempting to make rice into fancier meals, or your cook does not have access to the rice. (possibly due to zoning, or forbidding, or the cooking bill specifies a different allowed stockpile, or the cooking ingredient radius is to small)
Or possibly you defined the cooking bill to explicitly use an ingredient other than rice? If your cooking bill say to use Iguana Steaks, then it won't matter if you have lots of rice.
Small ps. Also look to your cooking tool's fuel. Campfire must be burning, woodburning stove must be fuelled, electric stove must be powered)

It is literally months since i've ever made a work bill without explicitly setting the ingredient radius, so honestly i could be wrong.
Why the heck would you *ever* want to have ingredient radius set to infinity? That inevitably results eventually in your cook/tailor/whatever setting off on a great trek across the landscape, leaving his workbench abandoned while he tiptoes though the minefields and tunnels to go fetch that *one* blob of insect jelly in the insectoid Caves of Doom(tm)
Or, you just make sure your haulers do their job, or you keep your cook confined to an area, independent on the bill area. There are quite a few ways to avoid the "cook goes on walkabout". Sure, setting an ingredient radius is one way, but by no means the only way.
