No, the wealth value of implants is generally trivial compared to overall colony wealth. A full archotech colonist only adds like 20k, which is similar to a set of high quality equipment, and is a drop in the bucket at that stage of the game when your colony is often worth millions.
Even very early game if you were to say use Prepare Carefully to deck out a colonist or two in implants, the benefit they provide would generally outweigh the wealth increase.
Legs are good for literally everyone. All colonists need to walk, irrespective of colony and installed mods. There is no reason (except body purist) not to put a bionic leg on a colonist if you can. Other bionics you need to look at what your colonist does.
