Pawn doesn't replace worn out shirt and pants.

Everyone except one pawn is using the soldier preset. I made sure to allow them to wear pants, shirts, and then helmets and anything flak / plate armor.

The problem is that my pawn was wearing a worn out shirt and pants, and even though there were brand new ones next to him, he ignored them. I had to modify the soldier preset to disallow quality below 50% and then he finally swapped.

Sometimes it happens, I've had a pawn with tattered debuff because he refused to remove the 48% hyper weave suit.

I usually have a fire with the bills

They often will not swap into a lower quality piece of gear on default policies, even if it has more hitpoints and there's is ratty. Changing the policy like you did is really the only way unless you want to use the repair bench mod. I think it's kind of lame that gear is such a burden at half its durability, but if you're playing legit vanilla then constantly crafting new armor and weapons is the only thing that counters skill degredation beyond level 10.

Pawns seem to factor both durability and defensive stats when determining what to wear on their own. They may prefer to keep tattered synththread clothes over some low quality cloth clothes for example, automatically preferring the defensive bonus over the mood debuff.

maybe if you had devilstrand clothing around they'd switch automatically. I rarely grow the stuff myself because much higher colony value = worse raids. And devilstrand is worth tons.
