is growing cotton the only way to get cloth?

You can buy from merchants too.

Bulk goods traders will usually have cloth. Passing trade ships called Textile merchant will always have cloth.

The mend/recycle mod also lets you recycle raider clothes for a small portion of the materials, too.

Pretty much anything you would want cloth for you can substitute wool from those animals that produce it. The other option is too keep Alpacas, Muffalo, Dromedary or Megasloth and every so often you'll get wool from them. If you use this method it is worth growing haygrass to keep them fed.

Also you know there are other cloth e.g. you can grow devilstrand.

For materials the above post is pretty accurate. however, there are some items that require cloth specifically (medicine is the only thing I can think of - as far as I am aware this 'requires' cloth anyway).

Otherwise, I would use devilstrand for anything is can be used for. Takes a LOT to grow, but I usually plant a MASSIVE plot early spring unless I have indoor growing up and running already. Its durable and strong.

IIRC, Flak Armor is the only other thing that requires straight Cloth

some mods add animals that shear cloth, i think it shears cotton which actually needs to be made into cloth i believe

If you build even just a 5x5 patch early on then it will build up over time with little to no attention payed. I usually do that and by the time I'm using devilstrand I have a good amount of cloth in storage. Then I can mostly stop growing cloth and have enough to use for crafting flak armor for everyone.
