EDIT: In F, that's abour 46 degrees.
The exact temperature that work speed hits 100% is 10°C. You'll have to convert that to °F yourself. Anything below that and the work speed is 70%.
Now 10°C is a little chilly for sleeping. Without clothes, a pawns comfortable temperature is between 16-26°C, so in most cases you won't have a problem with work temp anyway.
I just went through a heat wave ... above 95F (35C) = penalty
On an off topic note (maybe) ... Forcing a workspeed penalty can help pawns grind in mainly craft skills (tailor or smithing). So, foolishly placing a workbench outside (outside penalty adds) in the middle of winter or placing the bench in a room that contains a steam geysar might not be all that crazy ... :P
