Attack a wild animal that hunts, down it. Resuce it.
Put's resuce zone in a cell. Heal it up, feed it, etc. Once it's all healed up just stop feeding it and it should hunt the nearest thing. Asssuming you didn't let it escape on you that'll be the inmates.
I guess you could also have colonly animals attacka l person but that isn't quite the same thing.
I do wonder tho if you drug an inmate so they can't fight back will the animal eat while it's still alive.
The correct answer is they are upstanding and intelligent individuals, for asking such a question and thinking of the solution.
Well, but animals basically do this IRL, no animal "thinks", how long it can keep someone alive while it eats it.

I'd put an animal sleeping spot for an carnivorous animal into a big cell and reduce the zone for that animal down to that cell.
Otherwise you could also remove both legs of the prisoner and replace one of it (only one) with a Peg Leg (but afaik that's a mod, so you could instead in vanilla only remove one leg).
Then wait for an event, that wipes out grass, thus vegetation thus food for carnivorous wild animals.
Then appear kind, release the prisoner and hope, he walks through an area to the edge of the map, where some hungry carnivores are :D
