Astasia probably has the right of it: it's either a zoning issue, or something is forbidden.
Check the stonecutter's bench to be sure that all of your raw materials are within its raw material boundaries. (The slider thingie/expanding circle thingie.) Whenever I have a problem like this, its usually:
1) The raw materials out in an area that the current crafting colonist can't get to.
2) The bench has been set up so that the allowe gathering area for raw materials has been significantly reduced by myself, to avoid crafters rambling over the whole map trying to collect materials instead of focusing on what is in a nearby stockpile.
If the blocks are present and not being used, well... not really sure how to help you :|
