That option is for adding names added with the "Name In Game" packs, it doesn't (as far as I know) allow you to add weighted random names that haven't been submitted to the process.
That make sense as it works now...I remembered alphas ago I added custom surnames to the name pool via options menu and they appeared in my game, but it seems in some point this option has changed as I have seen you have to submit names pack to ludeon to be included in the game or something like that.
I don't understand why this changed because is was awesome adding the names, surnames, etc to the pool as you want so the game can use them.
If you want your own name, use the Prepare Carefully mod to set names for your starting colonists plus any other traits you want, and the Change Dresser/Mirror mod to change colonists during the game.
That explain why that option was changed at some point.
