Most likely pick the one with the higher core speed. More cores barely help with Rimworld as its primary thread is run on one core only.

Budget wise then 2700x, performance wise i9-9900k. Guess I should add that I'm not going to say that it will help with 200+ mods as that depends on the mods you're running and still might not be enough.

Ryzen.

The Intel is way better. 21% faster single core AND 19% faster multicore no brainer. Well Intel one costs a lot more.

But if cost matters get the I7 8700K it's still better than the Ryzen 2700X in both single and multicore but not by as much. And the cost is within $150

Rimworld does not care much for Multicore but other PC apps and games will. The Ryzen is still the lowest price out of all these. I play Rimworld on I7 7700K which is a tiny, tiny bit slower than I7 8700K single core strength. So you will get about the same performance as I do maybe 1-2% faster. lol But Multicore is decent bit faster than I7 7700k. I don't use 200 mods. But even with 40 mods I get some slow down. But some mods I use are bulky and I play on 325 x 325. And that was before 64-bit Rimworld came out. Which may or may not help with lag? But it will help with memory and how many mods you can use.
