Is it possible to dye cloth clothes?

Sometimes colonists from other factions will be wearing cloth clothing that is different colors, is it possible to make them like that yourself?

No, and this is intentional. You have to trade for colored cloth.

To prevent gray cloth being used for clothes, forbid all stacks of colors you do not wish your crafters to use. That way they will make clothes using only the colors you want them to. Likewise, when you craft medicine or billiards/pool tables/bedrolls/animal beds, forbid all the colored cloth you want used for clothes only.

Colored cloth is like hyperweave i guess. Buy it every time you see it, because that's the only way to get it.
