Quality and Creation.
Is it the final build tick when there's 1 work left that determines the quality?

For example, have someone with like 1 smithing making aminigun (Pretend that it has no requirement to make) and then the very last build tick, a level 20 smith comes up and finishes the build.
That way, the lower level smith gets xp and you still get a powerful high quality weapon.

During crafting, pawns lock the item they are working on and are then the only ones able to work on it. So my guess is it doesn't really matter when the quality is defined.

It's whoever finishes it. Doesn't apply to crafting or art as mentioned since it's locked when they start. For furniture though you can have a lower skill builder get it to 99% then have a high skill builder finish it for a higher quality. It's not at all worth doing intentionally, it's too much micro and lower skill builders are slow, but if you notice a low skill builder start working on something expensive you can just tell them to do something else and bring your better builder in to finish it without having to deconstruct and start over.

For building I use the mod 'Quality Builder'

But I think author forgot to fix the chart in their initial post on that thread. My guess is the first one listed should be correct.

This mod automatically has your best constructor build items that have quality levels. It also lets you set a minimum quality. If that minimum isn't met, they automatically deconstruct and try again.

Okay, yes on tailoring and smithing and art, it is locked. I was referring mostly to construction. Making a chess table out of stone blocks or a pool table can have alot of work.
At this point in my peaceful Phoebe run, I'm just looking to get legendary items for my own base, before I bump things up to a higher difficulty.
Just kinda testing the game out, stretching the limits of comfort.
