His problem seems more to be they don't cook the meat to begin with not they are chosing to eat it over meals
Once their hunger meter is low enough, they don't wait around.
The only way to get around that at that point is to micro the situation. Most easily done by drafting everyone (or at least those who are hungry) except your cook, then having your cook prioritize cooking meals. As your cook puts each meal down, just un-draft one person and they'll go take a meal and eat that instead of raw food.

That Mod above WM Smarter Food Selection is what I found worse than Vanilla food system and will prevent any eating and resting during a Caravan Travel, also no word or anything of it getting updated/fixed.
Like in this case first a colonist would scan for meals, then scan for raw food, then scan for cooking bills, then scan for colonists able to work on those cooking bills, then decide/guess if those colonists will be working on those cooking bills in X amount of time. Then there's the problem of X amount of time being something not everyone would agree on or wouldn't always be "correct" for the situation. It's better for them to eat raw food instead of dropping into malnutrition, but at what point of the hungry debuff do they need to decide to eat raw food at because for some pawns that short term debuff could cause them to break while the long term minor debuff for eat raw food wouldn't. Would X be different for different types of raw food? Say berries and raw human meat? There would also need to be exceptions made for ascetics and cannibals.
That's a lot of extra work and CPU processing to accomplish something you can already do in game by simply making enough meals ahead of time. Have your cooking bill set to keep two days (minimum) worth of meals ready to go and you are set. If for whatever reason you are struggling to maintain that, grow strawberries.
