I have a brain stimulator but it won't let me install it
do i have to research something?

Do you have the proper research level? Brain surgery, I believe.

It's a mod implant which usually needs a mod research. The EPOE Brain Stimulator needs brain surgery as mentioned, it might be different for other mods, I know there's a few options in that area.
