And the game is DRM-free. You can copy-paste the whole game folder anywhere you like and it'll work. You'll get a prompt about Steam not being found/running, but click through that and the game will run just fine.
FYI, Rimworld is not helped by multi-core CPUs. They probably help slighlty in that at least windows can be offloaded to other cores while playing, the game will be limited by what one core can manage to run by itself.
With only 4GB of memory I'd also try to keep your mod count low. Being a 32 bit windows app, it probably maxes out at 3.5GB of memory available, it probably won't even see that with the way Windows will hog some of that.
The more you play at 1x the less issues you will see as well. Likely as you get close to late game you will be less and less able to run at 2x or 3x speed.
tl;dr It should run, but it can be helped dramatically by setting up the game and your expectations with those limits in mind.
