Packed Dirt... why can't I reclaim it or remove it?

Packed dirt is default for roads and highways and can be placed when Terrain Rehabilitation is researched.

Well, "Terrain Rehabilitation" isn't showing up under vanilla technologies and even a bunch of mods I'm aware of, so that's gonna definitely be from a mod. Is there more research from that mod about removing the dirt, or something similar?

Right, Terrain Rehabilitation is part of Tilled Soil mod, I think anyway. But, packed dirt is part of default vanilla roads. Another research is Soil Reclamation, which might be default, not sure, but it doesn't offer any viable method for reclaiming packed dirt either.

Hmm, no Soil Reclamation I think is part of Vegetable Garden Project. I've been trying to find a mod to remove packed dirt.

Soil Reclamation is also not from vanilla. The only mod that allows reclaiming of soil (that I'm aware of) is Quarry, and even then only on quarried ground after the quarry has been deconstructed. It turns it into a new floor type called "reclaimed soil" that has 70% fertility.

Found a way to change packed dirt to soil with Rainbeau's Fertile Fields mod. The only mod I've found to do it. Not even Highway Renovation offered this.
