Tilled Soil mod allows you to till the Marsh, when done you can then build on it.

Rimbeau's Bridges mod allows you build Boardwalk over the top for walking, and if you research Heavy Bridges with the mod you can then build Steel Boardwalk which I think can be built on.

In vanilla you would need to build the water pump object, i forget its name, and drain the marsh area.

I could be wrong, but you can build deadfall traps. You just aren't allowed to build walls or sandbags.

I just tried it to see if it would work, and you can build walls on top of a bridge. not sure how this would factor in if the bridge part is inside the walls.
for me it just happened that the marsh was ONLY on a few of the edge tiles my perimeter wall was needing to be on.

You can build bridge over marshy soil, this however still excludes heavy construction.
