Numpad period shortcut problem

Lately the period "select all" shortcut reports "all colonists selected," and shows all selected in the bar, but if i issue draft or undraft commands, it invariably leaves random pawns either undrafted or drafted as the case may be (although the UI buttons will alter as if the command was applied to all, even if I deselect and follow up with a second select all). I can't for the life of me remember if this shortcut is vanilla, Miscellaneous 'CORE,' or Defensive Positions. Is there a maximum number of colonists this command is capable of controlling?

AFAIK, there doesn't seem to be a keybind for select all pawns in vanilla. Sounds like a mod playing up.
