Enemy settlements
Do they change population based on your own settlement? Or do they have a set number for the size they have and you can out pop them like they do you when they raid.

They don't have populations, or any other sort of simulation. When you raid them the defenders are generated randomly, with I think some scaling based on the size of the force you are attempting to attack them with.

I attacked a base with 1 unarmed guy and 4 lances. the population was 16. lol.

It doesn't seem to scale anything but average numbers are 15-20 with some fortifications. Gear seems kinda random and not tied to wealth in my experience. Small mercy since managing to run anything more than 4-5 man raids yourself is expensive as hell. AI cheats alot with it's raider spam giving the logistics atm.

I'd recommend playing as a sieger raid if you're going offensive, you just can't spam bodies the way the AI does.

spam bodies=call multiple slave caravans, bulk buy ♥♥♥♥♥♥ colonists, equip said ♥♥♥♥♥♥♥♥ with ♥♥♥♥♥♥ weapons, build caravan with ♥♥♥♥♥♥♥♥ +2 decent. assault enemy base with ♥♥♥♥♥♥♥♥ while 2 good hang back and wait.. can be costly fyi but it is rather easy and amusing
