Not really, the game picks a body "region" to hit then uses a coverage system to determine where in that region to hit. The arm region for example is a shoulder with a coverage of 0.12, the arm 0.77, the hand 0.12, and each finger 0.6-0.8. If you have a bionic arm it will hit the arm instead of a hand or finger. That does mean overall less health for the colonist, but bionics do not bleed, feel pain, or get infected, so they can take a lot more damage before you have to worry about them.
And two bionic arms and eyes would in fact be better than just one each?
1: My 5th generation vampire with 2 bionic legs.....
2: My arachne hunter/killer with 6(!!!!!) Bionic legs. She was fast like Anakin Skywalker on the race. 😎😂
